Note: We had made an improvement and better English wording of the name of the whole multi-event that is to be the “Celebration of the Specific Capabilities of the Deafblind” and to be different and not to be mixed with the word “Festival” that remains only for the “Amateur Arts Festival”. Finally, we have to inform, that in Bulgarian language the name of the whole event “Celebration of the Specific Capabilities of the Deafblind” and the “Amateur Arts Festival” has not been changed in Bulgarian wording (because of the specific Bulgarian words used).
HISTORY of the European Celebrations of the Specific Capabilities of the Deafblind:
The 1st European Celebration of the Specific Capabilities of the Deafblind was arranged from NADbBg and was held in 2008 in Bulgaria, the city of Varna (on Black sea coast) from 1st to 8th September 2008, and it was consisted from the competitions:
- 2nd European Chess Championship of the Deafblind (because the 1st European Chess Championship of the Deafblind was held in 1997 in Denmark and arranged from FDDB)
- 1st European Championship on Track-and-Field Athletics of the Deafblind
- 1st European Championship on Arm Wrestling of the Deafblind
- 1st European Championship on Darts of the Deafblind
- 1st European Amateur Arts Festival of the Deafblind
There was decided that the NADbBg will host in 2014 in Bulgaria the 2nd European Celebration of the Specific Capabilities of the Deafblind with the same championships.
Please find attached more information about traditions in deafblind sports in Bulgaria, in presentation “Sports as way for social inclusion of the deafblind” that was presented in 10th Helen Keller World Conference – 07-08.11.2013, Tagaytay, Philippines.

RULES:
1. PARTICIPANTS who can compete in sports championships and who will participate in the amateur arts festival:
Persons with Deafblindness (combination of hearing and visual impairment): men and women over 18 years old can compete in sports championships and take full part in the art festival.
Interpreters and assistants of deafblind persons will work and help them during events, but they are sighted and/or hearing persons and they cannot to compete in the sports championships. They can help to the deafblind to participate in the championships, but they cannot to be included in the individual ratings and team ratings. From all the events, only the Amateur Art Festival is not a competition. At the Amateur Art Festival, the sighted and/or hearing persons can participate in performance together with deafblind performers up to 50% of the formation and not more than 50% (for example: duet or duo from one deafblind and one person who is not deafblind (sighted and/or hearing person); or in groups and bands up to 50% sighted/hearing persons and deafblind persons – 50% or more.). This is an option in particular cases and of course the most common situation is formation from deafblind persons.

Important notes:
- Deafblind persons from countries outside of Europe cannot be included in the individual rankings and team rankings. This will preserve the European level of the Celebration.
- There are no limitations regarding the number of participants per country in total as well in particular sports championship and in the Amateur Art Festival. (regarding the ensuring the equality between national teams and/or combined teams see below rule 3.2. Team Ranking)
1.1. Active participation in one/ several event(s) or to be only a spectator
Each day can be day of arrival or day of departure. Each participant can decide in which events he would like to participate (several or one), to arrive on the day before, and to depart on the day after the event.
Each of you can decide to participate as competitor or active participant in particular event(s) or to be only a spectator of the event(s).
2. The General Assembly of the International Sports Federation of the Deafblind (ISFDb)
We will hold the General Assembly of ISFDb on 19.09.2014. at afternoon and evening.
All interested deafblind persons and interpreters can participate as audience.
ISFDb will send official invitations to its member organizations to participate in General Assembly.
3. Ranking in sports championships:

1st European Bowling Championship of the Deafblind
2nd European Championship on Track-and-Field Athletics of the Deafblind
2nd European Championship on Arm Wrestling of the Deafblind

3.1. Individual Ranking
Each particular sports championship has one or several individual rankings (for example in sports disciplines in Track-and-Field Athletics) by category/ies (in dependence of characteristics of the particular championship):
- by gender (woman, man);
- by sight: (totally blind and residual vision – in racing disciplines, bowling and darts)
- by age: (up to 50 years old and over 50 years old – in racing disciplines)
- by weight: (several categories in kilograms – in arm wrestling)
- by arm (left arm, right arm – in arm wrestling)
Please see the detail rules for each championship below.
An individual ranking can be arranged if there are at least 4 competitors (entries) in the list. Only in the rarest situation we can accept only 3 athletes in the list, but it not is possible to accept only 2 or 1 competitors in the list. In this case we will inform the participants to move to another sports discipline or we will decide to combine some categories in one individual ranking (for example one common individual ranking for man and woman in chess). We will inform all the participants for the final composition of all individual ranking entry lists.
3.2. Team Ranking
The Team Ranking includes National teams and as option, Combined teams. The National team can be formed, if there are at least 2 competitors per nation (country). If there are 3 or more competitors from a country, they have to choose by theirs approval only 2 contestants from them, which results will be used for the team ranking, and to announce these 2 contestants on the Technical conference. This way is ensured the equality between teams.
Single player from a country can participate only in individually ranking. Only by theirs wish, at least 2 or more single players from different countries can to form by theirs decision a Combined team and thus to participate in Team ranking. At the Technical conference the participants have to announce their Combined team and 2 chosen competitors for the Team ranking.
4. Awarding:
4.1. In the Individual Ranking:
- first place – a golden medal and a diploma
- second place – a silver medal and a diploma
- third place – a bronze medal and a diploma
4.2. In the Team Ranking:
- first place – a large cup and a diploma
- second place – a medium cup and a diploma
- third place – a small cup and a diploma
5. Access to information and communication.
5.1. The official language of the Celebration is English (spoken and written). The hosts will provide English interpreters.
5.2. Each championship is preceded by a technical conference.
5.3. The hosts will provide sound amplification system at the room/location for each technical conference and for each event.
6. TRAVEL:
All travel cost from home country to Bulgaria are paid from participants themselves.
Air Transport is possible to the Sofia airport (1st Terminal or 2nd Terminal).
Some international flights also come to the Plovdiv Airport (10 km to Plovdiv).
The city of Plovdiv can be reached by train or by bus. Some international buses and trains come to Plovdiv. There are trains and buses from Sofia too.
7. AIRPORT TRANSFER / transfer from bus / train stations:
NADbBg will arrange car and bus transportation of the participants from Sofia airport (1st Terminal or 2nd Terminal) to the hotel Novotel – Plovdiv and back from hotel Novotel – Plovdiv to Sofia airport.
Distance between Sofia airport and the hotel Novotel – Plovdiv is 146 km on the “Trakia” highway that takes 1 hour 30 minutes.
If there are participants come from Plovdiv Airport or bus/train stations in Plovdiv, they will be transferred to the hotel too.
Transfer service is included in participation fee.
8. PARTICIPATION FEE:
The participation fee is 100 Euros per person (per deafblind persons, interpreters, assistants etc.)
The participation fee includes part of expenses for transfer service, facilities, equipment and materials, personnel etc.
9. ACCOMMODATION AND MEALS in the Hotel Novotel Plovdiv – 5 star hotel:
NADbBg succeed to negotiate with Hotel Novotel Plovdiv a special discount pack price per person per night lodging and day meals, including:
– one night accommodation, and
– one day of full board: breakfast on a set menu, lunch on a set menu, dinner on a set menu;
In dependence of lodging of a person in single room or in double room, the price is:
- Single room: 100 Euros – per person per night lodging and day meals full board;
- Double room: 80 Euros – per person per night lodging and day meals full board;

11. DEADLINES:
11.1. Initial Registration.
We kindly ask all participants firstly to do Initial Registration and that is because:
At the Initial Registration, you have to fill only the Application Form with the names of deafblind participants of the events. If you are not so sure with the names of the deafblind persons, it is acceptable too to write only the number of deafblind participants in every individual ranking entry list and in every particualar art entry list for the amateur art festival. So that we will receive enough initial information for arrangement of sports championships and festival and to compose entry lists. At the Initial Registration, you is not obliged to send us the excel file – List of Participants (where are the names of interpreters and assistants) and at this stage, you is not obliged to finalize you clear dates of arrival and departure.
Date for Initial Registration: we kindly ask to receive it to the end of June 2014 or at least for Initial Registration up to 11th of July 2014.
11.2. Full and Final Registration.

Rules:
Chess-players (contestants): only deafblind persons can to compete, man and women
Rules: Swiss system of tournament rules.
Estimated number of chess-players: around 30 chess-players from all over Europe.
Therefore there will be 7 rounds in 2 days (see draft program), each round continues 2 hours. Control time limit: up to 1 hour per player.
If there are 40 – 50 chess-players, there will be needed 9 rounds totally that is possible in 2 days. But we estimate around 30 chess-players and 7 rounds.
Equipment: Tactile chessboards (for participants with blindness) and chessboards for participants with low vision (with larger and more contrast chessboards and larger pieces). Standard chess-clocks. Every deafblind chess-player should bring his own chessboard for the tournament. On his own decision he can take and use the tactile chessboard or the low vision chessboard. Chess-clocks will be provided from NADbBg.
Detail rules:
The deafblind players sit on table diagonally across from each other, with the interpreter next to him, so that each deafblind player sits directly across from the other player’s interpreter. Every player can play at his own chessboard, and in this case the clock is between the chessboards. The players move the pieces themselves, and call each move that is made, which is then interpreted by the opponent’s interpreter, so that he can make the corresponding move on his chessboard.
Two players have a right to agree between themselves to play at only one common chess board, if they are both agree.

According to the rule 3.1., If there are 4 or more entries from each gender there will be 2 separate individual rankings: individual ranking for women and individual ranking for men.
Otherwise there will be one common individual ranking: women + men

The NADbBg team will finalize the entries to the even number of deafblind contestants. According to the number of entries, there will be 4 or 5 rounds in the championship. For example: 16 players need 4 rounds; 32 players need 5 rounds.
Time duration of a round is about 2 – 2,5 hours.
At the beginning of the championship the pairs of players will be formed with drawing lots.
The organizers will ensure an observer to each playing pair, which announced dice thrown in English and Bulgarian language. Each deafblind has a right to use an interpreter sitting on a table next to him.
Individual ranking:
According to the rule 3.1. and specific backgammon rules, If there are 16 entries from each gender there will be 2 separate individual rankings: individual ranking for women and individual ranking for men.
Otherwise there will be one common individual ranking: women + men
Team Ranking

Specific rules for the persons with deafblindness (which we received from Mr. Esko Jäntti, member of the ISFDB board, Finland):
Categories:
- by gender: women, men;
- by sight: totally blind, residual vision
The sighted guides show where the throwing and/or starting point is. The sighted guides assisted the totally blind and players with residual vision.
Totally blind players will bowl alone in their own lane. Totally blind player obligatory bowls blindfolded and he is assisted from sighted guide. Blindfolds are given from organizers.
Residual vision players bowl up to 2 competitors on a same lane. They are not blindfolded and can be assisted from sighted guide.
There will be 6 games for 2,5 hours. In dependence of the number of bowlers there can be a second round with another 6 games for final ranking.
If wanted, it is possible to have pair bowling competition at the same time.
Then it will be informed beforehand who are the pairs in the pair competition and their scores will be counted together from individual scores. A pair can be a man and a woman.
Individual ranking:
According to the rule 3.1., If there are 4 or more entries from each gender in every sight category „totally blind“ and in „residual vision“ there in a sight category will be 2 separate individual rankings: individual ranking for women and individual ranking for men:

Otherwise there will be one common individual ranking: women + men in a vision category:

An athlete in category „totally blind“ in racing disciplines obligatory compete blindfolded and he is guided by sighted guide. Blindfolds are given from organizers.
An athlete in category „residual vision“ in racing disciplines compete not blindfolded and if he wishes, because of the vision impairments, he can be guided by sighted guide.
Additional rule for the Sighted Guide in racing disciplines:
The sighted guide guides the deafblind athlete by hand through a strap (a piece of thong) that is hold by both of them. The sighted guide has not a right to run ahead of the deafblind athlete (not to leave the deafblind athlete behind during running and not to haul him forward). Straps are given from organizers.

An individual ranking according to the rule 3.1. can be arranged if there are at least 4 competitors (entries) in the list. Only in the rarest situation we can accept only 3 wrestlers in the list, but it not is possible to accept only 2 or 1 competitors in the list. The final competition lists will be settled from the Head of championship.

Rules:
The 2nd European Amateur Arts Festival of the Deafblind has no competitive characteristics – according to rule 1.
Persons with Deafblindness (combination of hearing and visual impairment): only can take full part in the art festival.
At the Amateur Art Festival, there is an option: the sighted and/or hearing persons can participate in performance together with deafblind performers up to 50% of the formation and not more than 50% (for example: duet or duo from one deafblind and one person who is not deafblind (sighted and/or hearing person); or in groups and bands up to 50% sighted/hearing persons and deafblind persons – 50% or more.). This is an option in particular cases and of course the most common situation is formation from deafblind persons.
The 2nd European Amateur Arts Festival of the Deafblind will be held in the following arts:
1. Arts of mimics, gestures and sign language.
For the deafblind persons who know sign language and other methods for communication with the deafblind. These specific arts are created and developing in the deaf culture.
1.1. Simultaneous interpretation of singing by mimics, gestures and sign language (solo, duo, group).
This is specific kind of performance art, developed by the deaf people and became very famous in the deaf culture, which can be very creative and interesting for the deafblind too. The idea comes from “karaoke” singing, but on full playback. There is using the full playback sound which is playing from the sound system by the official mass-production record of the well-known song. The deafblind person simultaneously and artistically interprets the song by oral articulation, sign language, gestures and mimics, dances and body language. It is look like the deafblind sings on himself as he is hearing and speaking person with normal voice. The synchrony is realized often with simultaneous discreet assistance from a hearing person (conductor – prompter, more often he is the personal teacher of the deafblind performer), who interprets visually and/or tactile the rhythm, the words articulated and the signs of the song. As well, the playback sound is louder than in normal and many deafblind persons follow the rhythm because of the increased bass sound partially heard and/or bass vibration felt from the deafblind performer.
1.2. Pantomime (solo, duo, group).
According to the basic rules of pantomime, it is the performance without words, speaking or articulation. The actors use means of expression of the “body language”, mimics, natural gestures and improvisation.
1.3. Theatre of mimics, gestures and sign language (solo, duo, group).
There are parts of theatre plays and scenes with mimics, gestures, sign language and methods of communication of the deafblind. Word and speech are transmitted through specific methods of communication of the deafblind (visual sign language, localized sign language, tactile sign language, manual alphabets, haptic communication etc.)
Note: each participant (solo, duo, group) in Pantomime (1.2.) and Theatre of mimics, gestures and sign language (1.3.) must have a particular person (narrator), who is acknowledged with the respective theatre performance, and by the microphone he will give a speaking explanation or retelling of actors play. It could be made in the beginning before the play or simultaneously during play. Because these arts are perceived mostly by sight and because of the many national forms and languages of the method of the communication of the deafblind, the speaking explanation is needed for their perception from the blind and the deafblind in the audience and spectactors. Respectively the interpreters assist the deafblind audience to understand the performance.
2. Vocal-instrumental musical arts (solo, duet, group).
These are the musical arts that are acceptable for the deafblind persons with some residual hearing and use of a hearing aid. Most of them are with acquired hearing loss and in their childhood they develop their musical capabilities: to perform music vocally or on a musical instrument.
The deafblind performer can decide in which musical style he will participate.
3. The Exhibition of Fine arts and Applied arts:
3.1. exhibition of fine arts: drawing, painting, graphic, sculpture, computer art, photography, design etc.
3.2. exhibition of applied arts: textile, woodcarving, ceramics, culinary etc.
In the Exhibition of Fine arts and Applied arts can participate only deafblind artists. As well in the exhibition can be presented work of art from a deafblind person who is not came in Plovdiv, and other participants brought their work to present it at the exhibition, or for the example, the work is sent by the post or e-mail.
NOTE: We as organizers are open to all other ideas, arts, styles and forms for performance or presentation of amateur art of the persons with deafblindness.
